"In June 2007, the Federal Bureau of Investigation (FBI) established the Integrity and Compliance Program (ICP) to identify and mitigate legal compliance risks within the FBI. The ICP is designed to proactively identify and correct weaknesses in policy, training, monitoring, and auditing that could result in FBI employees violating the law as they conduct their work. The ICP is modeled on corporate compliance programs that institute systematic procedures to ensure that companies adhere to the laws that govern them."--Executive digest.

"The ICP's goal is to prevent FBI employees from violating the laws and policies that govern their work by: (1) managing the Ethcis and Standards of Conduct program (ethics program) and (2) identifying and reducing legal compliance risks in operations FBI-wide and at the program level. The FBI's Office of Integrity and Compliance (OIC) manages the program. The OIC's mission is to "develop, implement and oversee a program that ensures that there are processes and procedures in place that facilitate FBI compliance with both the letter and spirit of all applicable laws, regulations, and policies." The purpose of this Office of Inspector General (OIG) review was to evaluate the effectiveness of the ICP."--Executive digest.
